Roger’s practice covers a broad range of transactional work, including real estate, commercial transactions, estate planning and probate and he regularly handles commercial and retail leases and real estate development projects. He also has significant experience in handling complex business transactions, including buying, selling, and financing businesses. While representing his clients, Roger routinely finds the most cost effective means of achieving the client’s objectives and always keeps the client informed and up to date on all matters affecting the client.

Roger has been in practice since 1992, and for the first 25 years of his practice, maintained not only a robust transactional practice, but was also a very active litigator.   His trial experience included matters ranging from homicides to personal injury to complex civil and corporate matters, and encompassed jury trials, bench trials, state court cases, federal court cases, appellate work, and administrative cases.

Roger was frequently retained by other attorneys to represent them in a variety of matters, and was often called upon by his colleagues to litigate cases that the referring attorney would not, or could not, litigate. In short, Roger is often turned to as the “go to” person, by both lay persons and attorneys alike, when a keen legal mind or a creative solution is needed.

Presently, Roger is no longer trying cases; however his 25 years of litigating cases provide him with a wealth of experience that is invaluable for risk-management analysis and for advising clients across a broad spectrum of transactions and industries.

Some of his recent transactions include the following:

  • On-going representation of a company as its General Counsel. Duties include:
    • assisting in the growth of the company from 1 location to over 100 locations in 17 states
    • lease negotiations
    • vendor-contract negotiations
    • coordination with the credit facility provider
    • risk-management
    • corporate work
    • coordinating with local counsel in all states for zoning, land use, historical preservation and liquor license issues
    • overseeing all legal matters (including monitoring litigation and various compliance issues).
  • Acting as general counsel to another company, including assisting it in a $35 million financial restructuring.
  • Lead attorney in the negotiation of a commercial lease of an over 100,000 square foot space.
  • Lead attorney in the negotiation of all commercial and retail space in an $85 million mixed-use building.
  • Lead attorney in the negotiation of all commercial and retail space in a $50 million mixed-use building.
  • Lead attorney in the negotiation of all commercial and retail leases for two shopping centers which are each over 200,000 square feet.
  • Represented the buyer in the successful negotiation and purchase of a 40,000 square foot manufacturing facility.
  • Represented the seller in the sale of a professional lacrosse team.
  • Successfully defended the franchisee in a multi-jurisdictional cross-franchisee claim.
  • Acting as general counsel to a third company and to its property management team for an 80,000 square foot commercial building.
  • Lead attorney for all commercial leases in a $190 million mixed-use redevelopment project.
  • Lead attorney assisting a multi-unit retailer with locations in 5 states through the Covid crisis including restructuring of debt, the sale of property, and implementing other relief mechanisms.

Roger was born in 1965 in Winchester, Massachusetts and grew up as a “military brat”, regularly moving with his family until attending Mt. St. Mary’s College in Emmitsburg, Maryland on academic and athletic scholarships, graduating with honors in 1988. After working for the Department of Defense for a year, he attended the University Of Baltimore School Of Law, graduating from same, with honors, in 1992. Following graduation, Roger was admitted to the Maryland Bar and began practicing law at that time. He has been in private practice ever since, successfully resolving or trying hundreds and hundreds of cases in his first 25 years and has been focusing his energy exclusively on transactional work since then.

Roger is very involved in the Harford County Bar Association, serving as President for the 2010 – 2011 term and served continuously on the Executive Council from 2005 through 2011. In addition, he is well respected amongst his peers, and in 2008 was nominated to the Governor of Maryland by the Harford County Judicial Nominating Commission as a candidate to fill a then-vacant seat on the District Court of Maryland for Harford County.

Roger is married with three children, has lived in Bel Air, Maryland since 1992, is a very active member of the St. Margaret Church, the Greater Bel Air Community, and is an avid hunter.   Possessed of a keen sense of humor (some would say it is warped . . .), Roger is most often found behind his desk on the phone or in one field or another during the hunting season.

Kaitlin Evans

Kaitlin was born and raised on Smith Island, Maryland. For those of you not familiar with Smith Island, it is an island in the Chesapeake Bay only accessible by boat. Instead of a traditional school bus, Kaitlin traveled on a school boat to high school. Following high school Kaitlin attended Wesley College where she played field hockey. Kaitlin graduated from Wesley College in 2013. Following graduation Kaitlin moved to Baltimore where she attended law school at the University of Baltimore School of Law and graduated in 2016. Following graduation, Kaitlin was admitted to the Maryland Bar. Following the bar exam she served as a Judicial Law Clerk to the Honorable Kevin J. Mahoney of the Circuit Court for Harford County, prior to joining the firm.

During law school, Kaitlin was active in the Student Bar Association and served as President of the Moot Court Board. Kaitlin was also the Articles Editor for the Journal of International Law.

Kaitlin currently lives in Baltimore, Maryland and is an avid Orioles fan.

Thomas P. Dore

Tom has more than thirty years of experience in representing clients in real estate, business and litigation matters.  Prior to joining the firm Tom’s practice focused on representing national and local lending institutions in every jurisdiction in the State of Maryland. Tom was also the principal counsel to a local title company. Tom has spoken at local, regional, and national conferences on real estate, finance and title matters.  Tom holds a Juris Doctorate from the University of Baltimore School of Law and a Bachelor of Arts from Mount Saint Mary’s University.

Tom and his wife have two grown children. He and his wife enjoy travel, particularly to a destination with beautiful beaches and lots of warm sun.  On the weekends Tom can be found roaming one of the local golf courses looking for that shot that just drifted into the woods.
